Competitive Recruitment Exam was Held for 220 entry-level Positions of the Ministry of Finance

On Oct 02, 2020, the Competitive Recruitment Exam was Held for 220 entry-level Positions of the Ministry of Finance at Kabul University with the presence of H.E. Abdul Hadi Arghandiwal, the Nominated and Acting Minister of Finance, Mr. Sayed HashmatullahHashimi, Commissioner of the Independent Administrative Reform and Civil Services Commission, Mr. Mohammad EsmailRahimi, Administrative Deputy Minister of Finance, Mr. Abdul QadirKhamosh, Head the National Examinations Office, and the civil society and media members.

In this process, around 13098 people received the application form, which 9342 were recognized as eligible.

In the beginning, the chairman of Kabul University welcomed the participants and wished the applicants best of luck for mass recruitment. He continued that the capacity building in governmental departments is one of the sources of development which is taking place through the free competition process. He further stated that Kabul University will cooperate in this regard.

“Today, I am extremely pleased to be fulfilling our greatest commitment, which is to announce the vacant positions in an open competition of the Finance Ministry.  From the 220 vacancies of the entry-level positions, which 83 positions are 6th grade and 137 are 5th grade,” said Acting Ministry of Finance while assured of transparency in the process. “By the agreement made between the Ministry of Finance and IARCSC, we are committed to gradually announce all vacant positions in the Ministry of Finance for an open competition from entry-levels to the key positions,” he added.

Acting Minister of Finance further stated that in order to observe the gender equality principle, we have considered a number of specific positions for women, of which 220 positions announced, 101 are allotted for women.

Sayed HashmatullahHashimi, commissioner of the IARCSC, thanked the leadership of the MoF for its support in announcing the entry-level positions of this ministry for open competition and said: “this is the first time in several years that this many positions of the MoF are announced for open completion.” And added; “in order to ensure social justice and lasting peace, we need a capable, transparent, accountable and professional civil service. Unfortunately, in the past, it was common practice to fill the civil service positions through various quotas, especially these positions that we are witnessing their recruitment exam today – central customs positions and other positions which are critical in providing direct services to citizens. Today, the ownership of these positions has been taken out of those quotas and returned to the citizens.”

The Head the National Examinations Office provided detailed information regarding the questions and the process and thanked MoF leadership and IARCSC commission for placing their trust. He assured the candidates of transparency and cooperation in the process.

In the end, the questions box opened in the presence of government officials, the mass media, civil society representatives, and representatives from the candidate’s side.

It is worth mentioning that, all vacant positions in the Ministry of Finance will be gradually announced for open competition in three stages (exam for entry-level positions, the exam for mid-management positions, and exam for senior positions), based on an agreement between the Independent Administrative Reform and Civil Service Commission (IARCSC) and the
