  1. The Islamic Republic of Afghanistan has received financing from the Asian Development Bank (ADB) toward the cost of Transport Network Development Investment Program – Tranche 4 – and it intends to apply part of the proceeds of this financing to payments under the contract named above. No nationality restrictions apply.
  2. The Ministry of Finance (“the Purchaser”) invites sealed bids from eligible bidders for Supply, Installation, Commissioning and Testing of 400 sets of electronic transit cargo tracking devices; Equipping a Central Command & Control Centre; Geo-fencing signal tracking; Supply of vehicles; Training of Customs Officers.
  3. International Competitive Biddingwill be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders without nationality restrictions.
  4. Only eligible bidders with the following key qualifications should participate in the bidding:

•      Minimum average annual turnover of US $400,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.

•      Submission of audited financial statements or, if not required by the law of the

Bidder’s country, other financial statements acceptable to the Purchaser, for the

last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

•      Successful completion as main supplier within the last five (5) years, of at least one (1) contract each valued at least US $600,000 with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

•      The bidder shall demonstrate that the goods offered have:

  • Been in production for at least two (2) years,
  • Sold a minimum of 400 sets of trackers of similar type and specification overthe last three (3) years; and
  • Been in operation for a minimum of two (2) years.

5. Electronic submission of bid is not permitted.

Late bids shall be rejected. Technical Bids will be opened immediately after the bid submission deadline in the presence of Bidders’ representatives who choose to attend.

Note: Bids with separate signed envelopes for technical and financial proposals are submitted simultaneously by the Bidder. The Technical Bid shall not include any financial information which will be opened first and reviewed to determine the responsiveness to the Bidding Documents. Only the financial proposals of Bidders with responsive technical proposals are opened for evaluation and comparison. The financial proposals of the Bidders whose technical proposals are not responsive shall be returned unopened.

For those bidders/representatives who submit the bid and wish not to attend the bid opening, they can participate in the ceremony through video conference, via Skype address: bfs-npa@npa.gov.af

8. The Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
