Background
The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.

As the SOC, law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. Therefore, there is a need for Business Development Advisor to contribute in Business Analyses and Development of the mentioned process. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs.

Job Description

Objectives of the Consultancy Assignment

The basic objective of the assignment is to strengthen and build the SOEs Financial audit function of MoF and SOCs as per the best practices and standards of SOEs Financial Audit through capacity and institutional development.

Duties and Responsibilities

Principal functions:

  1. Assesses the adequacy and effectiveness of internal controls and risk management frame work,
  2. Leading the team for conducting of Financial audit of state-owned companies
  3. Developing testing methodologies to evaluate the adequacy of controls.
  4. Documents findings and communicates orally and/or in writing to the concerned Director and Director General on their compliance, performance and potential for improvement,
  5. Analyzing historical financial statements, preparing financial model, investment appraisal, and financial risk management.
  6. Conducts capacity-building program for the junior staff members.
  7. Provides appropriate supervision all the time to the team members,
  8. Reviews drafts of audit reports prepared by audit teams & provide expert guidance,
  9. Finalize financial audit reports and submit to the Director General SOEs.
  10. Monitors the implementation of agreed recommendations and advises on problem areas.
  11. Contributes to the ongoing development of professional practices within Department.
  12. Participates in the implementation of learning and training development plan.
  13. As a team leader of an audit team, prepares audit plans/programs, and providing in-house and on job training to civil servants,
  14. Mobilizes audit teams; ensuring that financial audit is being carried out as per IFRS standards
  15. Reviews working papers prepared by team members & provide expert guidance,
  16. Provide technical assistance & support in preparing financial audit reports,
  17. Carry out follow up audits as required,
  18. Performs other assignments or tasks as determined by the Director General SOEs.

Job Requirements
Education and Professional Qualification:

  • Professional certification as Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Chartered Accountant (CA) or Certified Public Accountant (CPA) or equivalent designation desirable.
  • Additional professional certifications (CISA, CFE) are an advantage.
  • Academic Qualification should at least be GRADUATION (relevant field preferred).
  • Master’s degree in relevant field is preferred.

Experience:

Having at least Master’s degree or its equivalent degree with 5 years of working experience or having bachelor’s degree with 7 years of professional experience in audit or another directly relevant area, several of which in internal audit;

Good understanding and previous work experience in International Financial Reporting Standards, and Afghanistan Financial Management System, Procurement Management.


Language:

 Fluency in Dari, Pashto & English (reading, writing, and speaking) is must.

 Other skills:

  • Proven inter-personal skills;
  • High integrity and accountability, leadership and good team work spirit.
  • Good computer operating skills (Ms. Office & internet)
