Biography of Nazir Kabiri, Deputy Minister of Policy

Mr. Nazir Kabiri is currently the Deputy Minister for Policy at the Ministry of Finance. He is a development and public policy expert with nearly 18 years of experience working for the Government institutions, NGOs and international donor agencies. Most recently Mr. Kabiri worked as the Executive Director at the Biruni Institution that is an independent public policy think tank focused on economic and development issues in Afghanistan.

Previously, he served as a Senior Economic Policy Advisor to the Finance Minister of Afghanistan for over six years. Nazir Kabiri advised the Minister of Finance on a broad range of policy issues that included input into the Government’s major reform agendas, public finance management, aid effectiveness, Institution building and regional economic cooperation. He was also a key interlocutor in the Ministry of Finance for international institutions and bilateral donors. Nazir Kabiri has been working in Afghanistan with NGOs and Government institutions since 2002 including five years with the UK’s Department for International Development (DFID).

Nazir Kabiri holds a degree in Management from South Korea a BA in Economics from Kabul University and a Master’s Degree in Development Economics (Fulbright Scholar) from the United States. He frequently appears in the media speaking on issues related to the Afghan economy and regional cooperation.
