About Ministry of Finance:

The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.

As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs.

Job Description:

The Business Research & Development Specialist will be closely working as a board of director member of a state-owned corporation under the direct supervision of a state-owned corporation’s supervisory board. We are seeking a resourceful Business Research & Development Specialist to expand our SoCs and improve our branding initiatives. As a Business Research & Development Specialist, your duties will include establishing networks with industry specialists, maintaining valued customer relationships, and negotiating deals. To be successful in this role, you should demonstrate extensive experience in business research & development strategies and marketing. Accomplished Business Research & Development Specialists are experts in identifying and capitalizing on business opportunities. The specialist plays a key role in SOCs business development and research and development by providing support on regular basis to relevant departments of the SOC.

Job Requirements:

The roles and responsibilities of the financial analysis specialist board member are as follow but not limited to:

  • Attending BOD meeting regularly.
  • Assessing SOC’s business plan and providing feedback during each stage (development, approval, implementation, and post implementation phase.
  • Assist the SOC in implementing the plan and resolve any occasional discrepancies.
  • Help to recruit executive board of SOC.
  • Research for expanding business operations toward sustained growth.
  • Monitoring revenue streams and identifying opportunities to increase profitability.
  • Evaluating and improving sales, marketing, and branding strategies.
  • Identifying and developing new lines of business based on consumer behavior.
  • Performing competitor analysis toward obtaining an increased market share.
  • Developing client relationships and strengthening industry partnerships.
  • Identifying new clients by researching and creating networking opportunities.
  • Negotiating and closing business deals that promote sustained revenue.
  • Liaising with Sales, Marketing, and Management to align strategies aimed at increasing revenue.
  • Assessing and advising on potential joint ventures, mergers, and acquisitions.
  • Other responsibilities and duties according to the Law on SOCs.

  • Knowledge of relevant concepts and mechanisms.
  • Bachelor’s and master’s degree holders (finance, business, commerce) seven and five years minimum experience in Government agencies and with international NGOs relevant financial experience required respectively.
  • Knowledge of data analytics and reporting related to financial metrics.
  • Experience in handling of web-based management systems and CRM, ERP, or other relevant software.
  • Proficiency in MS Office
  1. Experience
  • Prior GD-SOCs and Ministries experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.
  • Financial academic studies or certification from a reputable institution is a distinct advantage.
  1. Language
  • Fluency in Pashto, Dari, and English
