The Performance of MoF 

ICT  Directorate

 1 -   After the establishment of the  Interim Government efforts has been made to introduce  new Information Technology  system, like  other Government Institutions  the Ministry of finance also started  to establish and use ICT system , specially when Transitional Islamic State of  Afghanistan started working , the Ministry of Finance focused  on this section . In the beginning they started Internet System within the Ministry with the help of World Bank and Aid Coordination Unit; and also established a computer class for the Ministry of Finance staff which was equipped by the new technology. (Ministry of Finance computer center) and with the guidance of respected authority of the Ministry of Finance could train more than 300 staff in the computer section.

2 -   The general networking system of the Ministry of Finance has been completed, all the offices are controlled by one central server and on the basis of that prepare the net services.

3-The E, mail system has started working which is registered on the name of the Ministry of Finance, it is a very good channel for communication among the different  offices , the upper grade staff is presently using that and for the lower grade staff , the work is in progress .

4 -   The domain system of the Ministry of the Finance has been activated and all computers are in one networking system that avoided the computer system irregularity.

5 -   It is a great pleasure to state that the internet system has been activated in the secondary units of the Ministry of Finance in four large provinces; they are sending their daily reports to the center by E- mail.

6 -    New computerized attendance system has been installed for first time in the Ministry of Finance, which is purchased from the combined Iran and Afghanistan Company called (Afghan system).

With the installation of this system a lot of facilities have been provided in the Ministry of Finance, we can say that in the result of this system, a regular administration has been established regarding  the time and working period  of the staff.

7 - Also, we are in contact with the Iranian companies to start working on Administrative software, on the procurement of this system, (paperless) administrative works will be started and the directors will be able to control the daily activities of their staff and delay in their performance.

8-Computerizing of the Archive system is one of the achievements of this department, which has been achieved through direct guidance of the chief of staff,

We can say that the important documents are protected from illegal interference.

9 -   Procurement of the computer facilities instead of the old typing machines within the Ministry of Finance is also an important achievement of this section.

10-The presence of the scud a system in the department of customs is the consequences of this department.

11- A Fire wall is made to protect network, all fiscal secrecies of the country, and to protect them from virus and interference of destructive minded people.

12- Completion of the administrative chart according to the principles of the Civil Service Commission and the requirements of the modern world and its submission to the related department.

13 - The Directorate of the Information Technology recruited and employed professional staff now they are performing their job.

14 - Establishment of a data base to computerize the employment records of the staff, the performance of their promotion days and facilities for searching any document.

15 – Connectivity between Ministry of Finance head quarter with Mustofiats in provinces.

15-Establishment of database for the registration of technological equipments, purchasing goods for the Ministry of Finance, transparency in the donors and organizations grants, adequate accounting statements, and protection of national properties.

16- The work is in progress to make a data base for registration of all governmental institutions equipments,

17- A separate Software is made for large tax payers section

 Of the Revenues presidency

18- Building a room for the installation of a new server for the General presidency of Customs, Treasury, Free Balance and Archive.  Net Server, Web Server, Exchange, Domain, and the attendance system are working properly.

19 - Building a modern warehouse for the protection of ICT instruments.

20- Establishment of equipped laboratory for the repairing and regulation of the ICT instruments of the Ministry of Finance.

21-The lining system of the PBX telephone is already completed and the dialogue on the procurement of the machines is in progress with the different Companies and the Ministry of Telecommunications.

22-The establishment of Help Desk system is invented for the fist time by the Ministry of Finance ICT directorate.

23 - Different policies are made e.g.  Internet and E-mail policy of the Ministry of Finance, Help Disk policy and net work security policies are made by the Ministry of Finance ICT directorate.
