EXECUTIVE SUMMARY

The government of Afghanistan is in a transitional state. Hence, the supporting entities and their components are in the process of salvaging and reforming a system that was patched up by old, unsuccessful, and unorthodox systems of governance. To bring administrative reform in a systematic and measurable fashion, the Ministry of Finance (MoF) has developed a one-year strategic plan as a guide to restructure and reform its Division of Administrative Services. The reform contained in our strategic plan is in line with the principles set forth by the Independent Commission for Administrative and Public Service Reform that was enacted by a presidential decree. In addition, the reform of the Division of Administrative Services will be conducted in consultation with the aforementioned Commission.  The mission of this Division is to provide efficient administrative services and effective support to the MoF. To achieve this, it is our goal to reform the organizational restructuring of the division to clearly defined programs and clearly defined functions, and to update the existing and/or adapt new human resource management policies for transparency and accountability. It is also our goal to provide training and career development opportunities to our employees and evaluate their pay scale. It is our aim to streamline and develop efficiency, transparency, and accountability in procurement, accounting, budget, and revenue collection processes within the division. We seek to acquire office equipment, new technologies, electronic information sharing, and networking that are needed for expedited and efficient operation of the division.  To achieve our goals, the strategic plan guides us through a set of specific objectives and performance measures. The performance measures can be used as a tool to evaluate our successes and find ways to remedy our shortcomings. Each branch of the Administrative Services Division will develop an operational plan to insure the implementation of the objectives and to achieve the performance measures of this strategic plan.

MISSION STATEMENT 

The mission of the Division of Administrative services is to provide efficient administrative service and effective human resource support to the Ministry of Finance.

GOALS:

To restructure and reform the organization of the Division of Administrative Services for a clearly defined programs and clearly defined functions.

To update the existing and adapt new human resource management policies for transparency and accountability. 

To provide personnel training and career development opportunities.  

To evaluate and update employee salary deferential. 

To streamline and develop efficiency, transparency and accountability in the current processes involved for procurement, accounting, budget, and loan collection.  

To acquire office equipment for expedited and efficient operation of the Department.  

To enhance the use of Information Technology for wider inter- and intra-Division information sharing and networking. 

To prepare a strategic plan for the MoF through a Continuous Improvement Unit.
