The Civilian Technical Assistance Programme (CTAP)

Why is CTAP needed?

Technical Assistance programmes are not always led by the Government or driven by the Government’s needs. Technical Assistance is usually expensive and is provided by non-Government systems. Usually in Afghanistan, Technical Assistance is for advising senior management or implementing programmes not for building capacity at the Tashkeel level of the Government. Advisors placed through Technical Assistance programmes are often not in country for long enough to make a difference, and are often locked away in secure compounds rather than working side-by-side with the government.


How does CTAP work?

In the CTAP approach, Ministries identify an office, department or directorate where capacity development can help them to achieve their priorities and improve their budget execution. They then produce a simple capacity development plan, identifying what will happen and which of their staff will be responsible for implementing the plan. They then identify what capacity development advisors and technical advisors will be needed to support their capacity development plan. To help Ministries go through this process, CTAP has a standard application form which Ministries complete, and which is available on request. Once the application is approved, CTAP will search for Afghan expatriates, Regional Country nationals and other suitable individuals who can fill the positions requested by the client Ministry, and will contract the advisors selected by the Ministries for periods of at least 2 years. CTAP will provide advisors for capacity development projects in additional offices, departments and directorates as more resources become available.


What will the outcome be?

Ministries will develop the capacity of their permanent staff, systems and structures. They will be better able to serve the people of Afghanistan, and will take control of Technical Assistance that is provided for them.
