of Finance
Introduction to the Ministry of Finance.
The Ministry of Finance specifically is
responsible for the management and execution
of budget, collection of taxes, organization
and control of public expenditures and
payments to the government and finally the
management of Custom Affairs. Every
government, as well as the government of
Afghanistan, has to know the status of its
revenues and expenditures, the management of
its financial resources and to allocate them
effectively.
The main provision of a successful
government is to prevent budget deficits. In
order to achieve this goal the organization
and proportion of revenues & expenditures
should be taken in to consideration, also
urgent measures must be taken to increase
revenue collection, prevent unnecessary
expenditures and organize their management.
The major portion of the Afghan budget is
financed by international assistance. The
Ministry of Finance as the responsible body
for public finance and expenditure was able
to increase step by step its influence on
organization and management of international
financial assistance to Afghanistan and
trying to receive international assistance
through the government.
For the last three years the Ministry of
Finance is trying to regulate its activities
according to international rules and
regulations ; to achieve this goal the MoF
established a Staff recruitment Section as
well as a Policy Design and Execution Unit,
arrangement are made for the capacity
building and solving the problem of the MoF
staff.
The aim of the MoF is to manage the
financial affairs of the country on
scientific economic principles so that
Afghanistan becomes economically
sustainable, secure and self-sufficient that
is to ensure that public wealth is used on
accountable and transparent manner.
The ultimate objective is to make the MoF
able to exert a strong presence within the
entire domestic community and develop a
reputation that
1. Domestically, will support a free
market economy and encourage entrepreneurial
activities
2. Internationally, will insure both
donors and foreign investors that
Afghanistan has a well managed economy for
whatever the MoF functions contribute.
The organizational structure of the
ministry includes the Minister, Deputy
Minister for Finance, Deputy Minister for
Customs & Revenues and Deputy Minister for
Administration, each Deputy Minister is
leading and administering specific certain
departments.
The Chief of Staff Office and the
Departments of Budget, Treasury, Internal
audit, Customs, Revenues, State Owned
Enterprises and Administration carry out
their duties with the help of well managed
organizations. During the year 1383 each of
the above mentioned departments have
implemented their particular working plans
and forwarded the aims of their future
visions; the duties, working programs and
strategic plans of each department is
specifically and separately explained below
the name of each department.
